EUA for international??

Just got the following standard e-mail (I'm plat now)

Dear OnePass Elite Member,

Continental Airlines is pleased to advise you that you have been upgraded
to First Class on your upcoming flight due to your OnePass Elite
Membership.

Confirmation:
Flight Number: 1974
Date: December 21, 2001
Origination: IAH
Destination: MGA
Seat: 02A*

Isn't Central America considered international?

Only international flights with BF seating are ineligible for EUA's, as far as I know. But then again, what do I know?

No, it's not really considered international. I was offered an upgrade at the gate for IAH-SJO (San Jose, Costa Rica), though I didn't take it since I was with my girlfriend. I ended up not being very disappointed though, since when I boarded, I noticed that it was the same as domestic first class. The flight was only 3 hours long anyway.
