ITN help pls.?

Location: Memphis, TN-SPG Platinum, HY Diamond, HH Gold, NW Platinum, AA Platinum, AVIS Preferred Select.

ITN help pls.?
I have an upcoming flight and am confused. ITN shows:A9 D4 F9 Y9 H9 K9 B9 V9 Q9 T4 .....but when I call both NW and CO for an upgrade (NW Platinum) they say no seats are available but F9 is shown above. Can someone give me a brief explanation on what' up?
BTW, the flight is 127 EWR-SEA on AUG 3 at 8PM.

Who decides if a seat is available for upgrade, "they" or ITN? Guess you're at "their" mercy.
