NonRefundable Ticket Question

I purchased a nonrefundable RT ticket Cleveland to Halifax. I had a change in plans and had to purchase Cleveland to Ft Myers. The ticket agent told me that I could not apply the cost of the Cle-Halifax ticket to the Cle-RSW flight, because it was an international flight. Has anyone heard of this? There is no mention of this in the Rules & Regulations when you purchase a ticket online. Do I have any recourse?

Yup. I've heard of this as well. International can be applied only to international, and domestic to domestic.

I have been able to trade domestic to domestic, int'l to int'l, and domestic to int'l. Only excluded is Int'l to Domestic, I think.
