Block dates
Question - the period between Sep 1st and Oct 31th is a block date for reward travel on flights to TLV. Dows this count for upgrades(with miles) too or just for free tickets?

It applies only to BF/FC award resvervations. You can still upgrade between that time on applicable fares.

I would interpert the notes on the Reward chart to restrict "Series 10" upgrades and reward tickets "every Friday-Sunday" between Sep 1-Oct 31.
I suggest that you call OnePass to confirm, and remember if the first agent doesn't give you the answer you want you can try to call again. (If they give you the answer you want make sure that you make a reservation at that time, and ask that they hold it before deducting your miles)
