Seat Inventory "Policy"
I was on the phone today trying to upgrade a flight in August using a certificate. Of course, no seats available, however there were 12 A (paid first) class seats available. They told me that if I wanted to buy a first class seat and there were no A class seats left but there were F class (upgraded first), that they would take seats out of the F class inventory taking away from the number of seats available to upgrade.

I suggest that you call or write Continental customer care, they occasionally get seats relased in spite of the yield management department, which doesn't like to give them away if they think there is the slightest chance they can sell them
