After OnePass announced that members who had actually flown 50,000 miles would be advanced to Platinum a couple of months ago I asked a OnePass supervisor: How many Gold Elites are there out there who have not met the published requirements?
The answer that I was given was a lot. many "almost but not quite" qualifiers are offered "Buy-ups" which, I was told, might involve 15,000 miles and $150 cash.
I imagine that they do some sophisticated computer tracking of those travelers who pay the high fares to determine who gets offered what.

Actually, CO did not make anyone pay. Each elite level was automatically upgraded to the next level for 1999.

diver: In my previous post I was refering to Continentals actions in previous years.
The Elite level step-up being offered for 1999 is just an effort to soothe the feelings of elites who are being expected to fly more miles for what are essentially the same three elite levels. The names have changed but the benefits are the same or less for the three elite levels.
The upgrade policy has changed, however I think the real limiting factor is going to be the number of avialable seats. That is to say if certain flights are full in first now they will still be full regardless of how many elites are eligable for "unlimited" upgrades
