Certificate Programs

anyone know anything about the long list of "certificate programs" (for those unfamiliar with them, they can be found in under the [[special]] tab-->"Certificate Programs".

--Who uses these?
--they have a Chase Student Program Domest/Int'l....and I'm both a Chase customer and a student and have never heard about this program?
--tons of "travel authority card" promotions
--many mastercard offers
--a few others

Assuming most of these are targeted promos, if you could let us know what all of these convoluted "certificates" mean, what they're for, etc.... please enlighten me.

much obliged.....
