Good point!

Do you work for CO operations, by any chance?

But for those of us away from the CO sphere there are these occasional other issues, such as mechanical breakdowns, unavailable crew, sick passenger, etc.

Wait, I've had to wait on a plane because:
needed to fix the windshield wipers. That is clearly weather (why would you need to wipe the windshield if it is sunny and 80?)
Wait for crew to arrive - they are stuck in snow or didn't want to leave the beach earlier, so again weather.
sick passengers - ever hear the expression "feeling under the weather"

I can't believe anyone would code a delay differently.
