Does CO determine what routes get Direct TV?

Flying cle-phx this afternoon....3.5 hours with no direct TV. Hell I've flown iah-aus with Direct TV but think they would most definitely have a direct tv equipped bird on this route. Last minute equip swap?

I have no idea on the specifics but I would imagine that airline ops plans more for the right equipment for a mission and positioning before considering on board features for most domestic routes.

I've done CLE - SFO and LAX with no Direct TV but always seem to have it on EWR / IAH or FLL. I think it's pretty much what aircraft is available for that flight.
