Quote Entire Initial Post in 1st Response

Why do some folks quote the entire initial post when they are the 1st response to the post? Since the 1st response is immediately below the initial post, it doesn't clarify anything like it would if you're quoting the 12th person in a thread. (Partial quotes I understand.) No big deal, but is there a way to discourage it? tls

thelostshark: here is one reason in support of at least quoting some of the original post: when a replier posts, he/she has no assurance of being the very first to reply. If the original post catches a lot of attention at the same time, the person who assumes to be the "first responder" may instead end up being the 2nd, 3rd, 4th, etc. replier.

For the same reason that someone would post this in Community instead of OMNI?

So I guess for 'housekeeping' reasons this thread should then be closed now. Question answered, no need to bump it up again...
