Definite Longshot But....
Does anybody have any personal contacts or know someone that knows someone at the NVC (National Visa Center) in Portsmouth, New Hampshire? This is not an INS issue so no one there can help. My local alderman and state reps do not have any desire to help it seems. My tax dollars at work. Thanks.

I wouldn't expect a local rep to help on a visa or passport question. Does your congressman have an area office? That might be the best place to start.

tom911 is right. Federal bureaucrats have no fear of state and local elected officials. However, they live in abject fear of Congressmen and Senators who have the power to cut their budgets and curtail their programs (though rarely the will to do so). Get in touch with your Congressman or US Senators.
