Yes, you can earn smartmile on every airline you travel, but you have to book a flight through Smartmile booking engine which is same as expedia, even price is same, You can earn airline mile as well, ie. If you purchase a ticket from New York to LA on Delta, you will earn 5000 Smartmile and 5000 Delta mile with no extra cost for you.
