A fine of a few hundred dollars, doesn't sound very appealing, but I suppose the risk is fairly small? Do you know if they revoke one's Chinese visa?

No reports of the latter in Thorn Tree, where this seems to be practically the #1 topic in the North Asia forum.

Just to report the outcome:

Had no problems whatsoever buying a ticket at the Beijing Railway station (agent didn't even ask about permit), boarding the train, or getting into Tibet.
