Regulations from February are pretty much obsolete at this point. In February, imported cases from overseas were not a thing yet and China was busy fighting off the virus in Hubei.

These rules are changing daily. For example, Beijing, as far as I know, no longer accepts international flights at PEK. On Tuesday, Shanghai just announced that Hongqiao airport will no longer have international flights, and all Hongqiao flights will redirect to PVG.

My friend had his HKG-SHA flight changed to HKG-PVG. This is annoying because we generally pay a Y300 premium to fly to SHA, which is mostly offset by the difference in taxi costs. SHA is also far more convenient.

Urgent advice needed :

Flying in less than 24h PHN-CAN-NRT-YVR on Canadian passport (I have a Chinese visa also)
Will I be stuck in CAN for quarantine/throat swab? I have 3:30 layover in CAN only.

Thanks.

CAN has airside transit, but sometimes there's nobody at the desk. Officially there's nothing suspending transit, so if you can find someone to help you get through that way and avoid entering China, you should be OK. If you enter China, officially you only have to be quarantined if you've been to a high-risk country in the last 14 days, but I've heard reports of some people being home-quarantined anyway. I've generally found PRC immigration officers to be quite pragmatic though. If the transit desk is closed you could try to get the attention of the person hanging out near the "special lane" and see if they can help you. Good luck...

Thank you. Airside transit is good. Problem is if they insist on us going for Quarantine or hefty delays, then we cannot make our connecting flight to Tokyo. We then have a flight 21 hours later NRT-YUL.

The other issue is whether that transit in China is going to affect you in Tokyo or Canada or wherever else you might be going in the next 14 days.

Of course if you have a fever or such by the time you reach Guangzhou, you won't be leaving for Canada.

Believe that current status (26th March) is that ALL foreigners excluding HKID & Taiwan, if entering China will be required to quarantine for 14 days after all tests completed.

Unsure of transit requirements.

Not my understanding. TIMATIC data today has the following rules.

All arrivals in PEK & XMN: PCR test & 14 day quarantine (regardless of test result) at a designated location

Arrivals in PVG & SHA who live in or have been in Australia, Austria, Belgium, Canada, Czechia, Denmark, Finland, France, Germany, Greece, Iran, Italy, Korea (Rep.), Malaysia, Netherlands, Norway, Qatar, Saudi Arabia, Spain , Sweden, Switzerland, United Kingdom or USA in the last 14 days: 14 day quarantine at home or designated location

All other arrivals in PVG & SHA: PCR test

Arrivals in CAN & SZX who live in or have been in France, Germany, Iran, Italy, Japan, Korea (Rep.), Spain or USA in the last 14 days: 14 day quarantine at home or designated location

All other arrivals at SZX: PCR test

All other arrivals: No test (other than routine temperature check), no quarantine (unless showing symptoms)

Following is a second person report of PVG arrivals...lacking in details because my friend is chilling out today:
-the on airplane screening has been replaced by screening at arrivals
-temperature check + throat swab; I don't think there is a charge for this, but I'm not certain
-you'll get your results within 24 hours (i.e. they will call you)
-if you have an RP, you can go to your own house. However, my friend chose to stay at one of the designated hotels, as a cautionary measure
-the hotel's requirements are fairly strict; basically, he can't really leave

While I've previously stated that virus itself is not a big deal, my opinion has shifted on this matter. I also want to redact my earlier suggestion that it's a good time for photographers to visit. NOBODY should come here now! You will not be able to visit any tourist sites, or conduct face-to-face meetings.

Do you know whether, as an RP holder who quarantined voluntarily rather than being required to, he's allowed to leave if he wants to once he gets a negative test result?

Can you elaborate a bit on the movement restrictions? I have a few colleagues there at the moment but they're a bit vague in their descriptions. It does sound like they've been going to their clients' offices though.

Just to reiterate how fast things are changing here... a few more news tidbits, all from today:

1) Shanghai, as of today, is requiring all foreign arrivals to quarantine for 14 days, regardless of origin.
2) China is now allowing only 1 flight by each airline to each foreign country.
3) 90% of imported coronavirus cases from arrivals are Chinese citizens; 40% are students.
