Well it looks like I might be able to easily solve this issue on my next visit. I am seeing rumors that the Pixel 4 will have 2 SIM card slots, and if that's the case, I'd just use a China SIM for voice/text and a Hong Kong SIM for data.

I can confirm that there are still vendors at Sheung Shui Station (outside ground-level north-bound exit) with placards reading 一卡两号 "One Card Two Numbers" but I don't know the terms.
