"Your itinerary is about a straight forward as it gets."
No it's not. He has a return ticket London/Shanghai on BA, and he has a separate return Shanghai/HKG on China Eastern. Nesting a ticket like that is not as "straight forward as it gets."
Like I said, he has to accept there is a risk that that itinerary will raise eyebrows at check-in and he'll have to deal with the check-in clerk. As the few posts in the sticky demonstrate, being right is not a guaranty you'll be getting on the plane.

I can't recall any reported incidents of this type of itinerary or ticketing being refused boarding because of TWOV eligibility, or subsequent refusal of TWOV plus entry permit on arrival in China. None of the posts in the wiki address this scenario because there are no reported issues (not just here on FT but other sources as well).

Like I said (and said and said and said), the OP's itinerary might raise eyebrows and he should be prepared for that.
Folks here often seem to assume that with 50 people waiting in line and a deadline fast approaching, the check-in clerk will be scrolling through Timatic with the care and attention of a Talmudic scholar.

The important point is that the reports of problems have dropped off. While FT is not a statistical sample, it is a place where rants about bad things do tend to surface. Rants about improper IDB due to a misread of TWOV for entry to China have dropped off. Either nobody is doing TWOV, the complainers have been silenced, or carriers have better trained their help desks (which are really the back bone).
Don't let a line worry you. It is uncomfortable to have people staring daggers at you because you are the source of their delay. But, there is always a solution. An agent can pick up the phone and call his help desk which has trained specialists who can answer simple questions like this.

I'd say this is zero risk - it might take a bit longer at checkin, but BA is usually quite good at understanding TIMATIC. And obviously, if you're travelling on TWOV, not arriving 5min prior to checkin deadline is common sense.
Enjoy your travel.
I'd say the risk that BA won't fly after 29th March is much higher than the pax not being accepted for TWOV here
