I think that you can buy from the small shop, they just want to be bothered with foreigners or don't know how to do it with passports.

I bought my sim at pvg. Cost like 300 rmb for 6gb and 200 domestic minutes for 30 days. Whole process took like 2 minutes so was worth paying extra just to get it quickly and easily.

By the way, when buying SIMs, check whether the data package is good throughout China or only in the area where you bought the SIM. Data packages in China always distinguish between local and national use.

(Two minutes is amazingly brief: did they take your passport details? If not, expect to get pestered to complete real-name registration or lose your number,)

Yes it's good for all of china. She took a photo of me with passport. She may have photocopied the passport as well although I forget.
