Exactly. This is one of those classic diversion techniques the Chinese use to try to focus people on a relative nonissue--preferably bashing foreigners/ foreign companies--instead of weighty serious situations at hand that they don't want people talking about (North Korea, Party Congress power consolidation, etc.)
