I'm looking at a stop in PVG in November (using the 72 hour transit visa free thing). Are these delays likely to have improved by then, or are they only going to get worse?
Should I look at stopping in PEK or ICN instead?

PVG weather in November should be much better than PEK, and if you're flying international (especially long haul) the delays are of much less impact. In fact, I've yet to experience a delayed (>1hr) long haul flight in/ex-China for ATC reasons.

Expect an on-time arrival in PVG, and the possibility of delay on the PVG-HKG flight. Just build in some safety in HKG, and/or have some Plan B in case you're not arriving in SIN on time. Imho, Mainland-HKG flights are among the most affected (besides domestic routes, where train more and more becomes #1) - but if you check in advance (Flightstats etc.) about the % of delays, you can pick flights being more reasonable than others.
Todays afternoon statistics, for example:
CX367 delayed
MU503 on time
KA865 delayed
MU509 on time
etc.
It seems it's mostly Hong Kong-based airlines that are delayed today, while MU doesn't seem to have much trouble operating on time..

With respect to Chinese airlines and HK, some people believe that the former are more reliable than ka, but this has not been my experience. In fact, during my last horrific pek-hkg delay, CA cancelled all of its evening flights (leaving ka as the only t3 option).

My flight this morning (ho1171 sha-nng) was actually 15 minutes early (I've come to expect and accept very unpleasant delays on the route in question so this was a nice surprise).

I actually spoke too soon!! I have just got into the arrivals lounge, KA905 arrived in HKG exactly one hour late. Not a big deal, but it was quite interesting stuff....
Boarding was on schedule, doors closed at 8.10 a.m, not bad at all for an 8.00 a.m departure, so I was already feeling pretty good. But not so fast....10 minutes later the captain tells us that we don't have a departure time, since the military air exercises that were planned to start at 9 a.m (and which he had been expecting to avoid) have already started early and that we have no idea when the airspace will be clear. He also mentioned that ATC had informed him that the PLA was not even replying to their requests for information and so they, like everyone else, would have to wait ! I settled down for a long wait, but surprisingly we got away less than an hour later, wheels were up at 9.20.
Further proof, not that we need any, that you can't breathe a sigh of relief until you feel the wheels leave the runway.

Back on topic, I'm on a hot streak with juneyao right now. Today's flight was only 30 minutes late (which I count as "on time").
