I moved here last December. January wasn't bad at all. However, CNY is early in 2016 (February 8th). There's a 40 day travel period surrounding this time. Honestly, you'd be best off coming after the Lantern Festival which marks the end of the CNY holiday. That would mean after the 22nd of February. At any time in those 40 days, travel can be difficult because so many people are moving about the country.

Shanghai in winter can be bad - ie, just below freezing, snow&rain mix, and just miserable, or it can be fairly pleasant, read above 10C, sunny..
It depends heavily on the day..
I also agree with others that some months in spring/autumn it's almost guaranteed to be nice weather (15-25C) while in summer it's just too hot (albeit, I enjoy a hot day, the difference of strong AC inside and hot weather outside is really brutal)
So if you're used to winter, it won't be that bad.. as others said, bring accordingly, and if you're lucky, you're in for some mild, fresh weather with good air..
If you're unlucky, it's snow&rain, wet and humid..

Jan's the peak of winter in SH so if you come then bring a down jacket or something warmer.
I thought I'd thrive well with a woolen one ("Shanghai is so southerly") but had to get a down jacket.
Went to Beijing in Jan too, and it is true, the wet cold in SH can be more unbearable than BJ's dry cold as it seeps through the layers and clings onto your skin.
Other than that it also tends to be more polluted in winter, as mentioned by others.
