Visa required for Connecting flights?

We'll be stopping for a 4 hour layover in Chengdu, China between SIN and SFO. Will we need a visa for the layover if we don't leave the airport?

No, as you are transiting to a 3rd country and is not exceeding 24 hours in China.
You can actually leave the airport, but for 4 hours you can't really do much.

TWOV (Transit Without Visa) - UNDER 24 HOURS: Visa required, except for Holders of confirmed onward tickets for a max. transit [[TIRULES/R32]] time of 24 hours. Transit incl. two stops, with a total transit time of 24 hours, within China (People's Rep.) is permitted.

Do the rules differ per airport?

EDIT: According to the Chinese Embassy's page it doesn't matter as long as you're connecting in under 24 hours and you don't leave the airport.
