That building is old (or cheaply built) and not wired for ground? How does anybody use a grounded appliance (like that hot water pot)?

I believe the hot pots use type I outlets. And there's a water dispenser inside the room which also had a type I plug.

There was one very helpful appliance which I was able to bring home from China which I still use today: the extension cord. Six universal sockets for RMB 42 is just a steal.

Oh, I see you mean no C-type. That is actually true, some plates are only A/I, so Europeans may need to worry while Americans don't have to.
