That is the vest issued to Special Agents. If you do a Google Image Search for "concealable body armor", you'll see examples similar to what CBP Officers are issued. It's generally the same as a uniformed police officer in the United States wears. (Except in some places like Chicago, where street cops wear vests on top of their uniforms.)

C'mon. Give the poor FLEO's a break. They were the "best of the best" when the got accepted to FLETC. (Not to be confused with the FBI, which are the "best of the best of the best").
95% of their time, they sit around boringly stamping pasports and making small talk with tourists. On a lucky day they'll get to open an old lady's suitcase and search through her undies. Maybe they'll get to peer through a businessman's spreadsheets on his laptop...
They don't even get free lunches or donuts like real cops.
If they want to dress up and play bad a$s every once in a while, who's to blame them?
