CBSA jetway passport check

CBSA jetway passport check

My most recent time returning from Europe (Paris) to Canada (YYZ) last year, passengers were met in the jetway by CBSA agents checking passports, regardless of whether they were heading to CBP preclearance or onto Canada (not even in the terminal yet) they were merely glancing at everyone's passports in a relatively disorganized manner. Family members have also said they've seen the same thing at YVR on flights from London. Does anyone know what the point / frequency of this is, if any?

A friend at CBSA told me one of the reasons is because they can stop and trace a passenger back to a particular flight if their documents go missing and they claim refugee status. It has happened on many of my flights from Europe into YYZ.

Happened to me on probably 20% of my arrivals in Canada recently.
