Don't think his appointment will have a secondary effect? There should be horizontal cooperation.

Honestly I do not. It would be nice if there was but other than maybe some good discussion it will not go any further (or is farther the word I am looking for?).

There is plenty of horizontal cooperation in DC but none of it is helpful to the "cause", and I say this after lobbying for several years.
