Using their enhanced behavioral observation system, they are able to pretty much guess if people are carrying good stuff or not by watching them. Are you protecting your wallet extra careful? Were you wearing a rolex? Did you have a nice gaming computer in your hand or a crappy netbook? Did you take off an expensive looking set of diamond rings and ear rings?
If anybody notices that they look at you and signal a THS to the person running the bag machine for

(or her stuff depending on gender). At the same time the person at the metal detector or the scanner knows to hold you up.
You put the stuff on the belt to screened, they hold you up for a few seconds in scanning or pat down your legs even if you are wearing shorts, and they take your stuff.
They have to speak in code now, people were upset when they were yelling "big boobs pink sweater" and complained.
