Using Points to pay for charges?

Looking at car rentals on Expedia that are half the price compared to the Chase travel site. Can I book on Expedia with my Sapphire card and then use my points to pay for that charge?

I don't think there is anything specific to Expedia. You can convert some or all of your points to cash or a statement credit any time at 1 cent per point. Up to you if that value is enough for you.

Yes, and there are sometimes bonus categories where you can get 1.25 cents per point worth of value to pay charges (e.g., right now grocery stores, home improvement stores, and gas stations are "bonused"). Still not a great value, and they would never do it for travel expenses because they want you to book through their portal and not a competitor's (well, competitive partner... Chase's travel backend is provided by Expedia).
