Fake Offer?

Fake Offer?
I have been on Chase's no-no list for several years. (See below for details.)
I got an email from them yesterday saying "Hank, you're prequalified. Earn 60,000 Bonus Points." It was a "prequalified" offer for Chase Sapphire Preferred.
When I click on the "Apply Now" button it takes me to Chase. When I try to log in, it says "Application Unavailable. We appreciate your interest. Due to a system issue, the application is unavailable. Please try again later."
I'm fairly well satisfied that it's not phishing.
Any input on whether the offer is legit, or whether somehow it was legit up to the point where they said "No Soup For You!"?
Details: In 2010-12 I was buying UR points from co-workers. I was always having Chase transfer them and told them what I was doing, not necessarily that I was paying for them but that they were coming from co-workers. In July 2012 I tried to do a transfer and was told it wasn't allowed. Fine, I said, and I stopped doing it. In November 2012 I closed my wife's account and transferred her points to me. Three weeks later Chase shut down my account for making the prohibited transfers. Strangely enough, a week later they approved me for the Ink card, which I've had ever since, but I haven't been able to get any other Chase cards, like Hyatt or Sapphire Reserve.

When I click on the offer it takes me to a login screen. In addition to my Ink card,it shows a closed card which I think was a personal account that I closed quite a few years ago.

Have you tried opening the link in an Incognito or Private browser window?
