Chase Hard Pull when issuing replacement card?

Chase Hard Pull when issuing replacement card?

My husbands Freedom card (opened in 2014) expiration date is 07/17. We received an email from Chase saying "You'll soon receive your new credit card". The last four numbers confirmed his existing Freedom card so we assumed it was simply the replacement card.
As it turned out Chase did a hard pull.

Has this happened to anyone else? Is it a new trend? Worth disputing? Any advise would be appreciated.

After working hard to bring the amount of hard pulls down I can't tell you how upsetting this is.

It was an error quickly corrected by Chase. Thank goodness.
