Chase double pull?

This is not directly related to Ultimate Rewards but I wasn’t sure what other forum to use for my question.
I applied for UA MileagePlus card last month and did not get instant approval. I called reconsideration line the same day and was approved after reallocating some credit from different Chase card. This was my first card without instant approval. Up until that time Chase always pulled only from TU for me.
When checking my EX report I noticed Chase inquiry made on the day of my application. TU also contains inquiry on that day but it was expected.
Has Chase started using multiple pulls similarly to some other banks (Capital One) or my EX pull was a result of calling reconsideration?

I got double pulled for Chase UA (instant approval for 9k line) and CSP (not instant approval, but I didn't call recon since the account showed up online around 20 minutes later--5.6k line).
I'm basing this on getting inquiry alerts from Credit Karma (TU) and Credit Sesame (EX) both times. I don't know if they also pulled EQ because I haven't found a free site to get EQ monitoring.
I don't really get why they did this.
