No offense, but you have 3 posts. You really need to provide some kind of source.

Just got off the phone with Chase...and total confusion. When I asked about the "smart chip being available" for a trip to Europe, the Orlando-based CSR politely informed me me that "our cards are chip-and-signature" and didn't require a PIN to use. When I pressed a bit that my card didn't have a chip, she expressed surprise and then just repeated that my card was chip-and-signature without a PIN.

I just called and was told to call back after November 15.

EDIT: Called back several hours later and was successful in requesting it.

I am in Private Banking so maybe because I am employee. But I was told existing CSP can request one now and they go live for new applications on the 17th. I will confirm when the package comes in the mail tomorrow.

I just called in and was able to get my card switched to a card with a chip.

The rep informed me, however, that these chips are still only chip and signature.

Nonetheless, it'll be here tomorrow.

I'm not a Private Banking client or anything, and the rep (Springfield) informed me that today is the first day for existing cardholders to upgrade to a chip.

Can someone confirm if these are Chip and Pin or Chip and Signature?

If the latter, does it improve anything for those of us who travel to Europe frequently?

They'll be chip and signature, according to the rep I spoke with. It apparently will be on par with that of the chips currently found in the Hyatt and Marriott cards in terms of function (especially in things like kiosks was the specific mention I was given).

Well, after seeing the previous posts, and like any good FTer, I played CSR roulette and was successful in requesting it. 1-2 business days.
