The hilton is nowhere near anything in walking distance. Unless you're right in a town like tamarindo, playa coco, or something like that, most hotels and resorts are remote enough to make walking anywhere not an option. Also, at night, you'll not want to be walking rural roads. Pacific coast of CR has many beautiful beaches, but many of them are not "white sand" Caribbean type, they're usually gray or darker sand, and while some beaches are calm, some are rather rough with big waves.

The Westin Playa Conchal may work for you. Although the entrance is private and out of the way a little, the beach is very walkable to the nearby town and restaurants.

If you're looking for a place like Puerto Vallarta, it doesn't exist in Costa Rica. Beach towns here are much smaller, with smaller selections of restaurants and shops.
The town of Flamingo, such as it is, is walkable. It has a couple of decent restaurants, but nothing that will provide you with a different dining experience every night you're there. If you're willing to take a taxi to nearby beach towns (Potrero, Brasilito, Tamarindo), you'd expand your dining options. They're not far from Flamingo. Your hotel can arrange for a taxi to take you there, and the restaurant can arrange for a taxi to take you back to Flamingo.
Yes. Hilton Papagayo puts you out in the middle of nowhere.
