Transit in SIN T4 & T1 on CX and JL

Transit in SIN T4 & T1 on CX and JL
I will fly CX619 BKK-SIN (T4) 1245-1620 and then JL38 0220-0950 SIN(T1)- HND ( next day). Both flights are J. Since the layover is super long, I would like to visit CX lounge at T4 for a couple hours and then head to transit area at either T2 or T3 to sign up free Singapore tour into city. Is it possible? I am puzzled as there is no direct connection to T2 or T3, only by bus. What is the procedure?
Will CX be able to through check my bags to HND? I have two desperate ticket but CX manually add in SIN- HND in their system per my phone request to Marco Polo. CX agent said only check-in agent could see the second leg on JL.
If it is too complicate to do so, what am I am going to do to kill 11 hours? I am not too crazy about shopping.

cx can usually tag ur bags thru.

You will not be able to access the Terminal 4 CX lounge because that's in the departure transit area. There is a airside bus to transfer you to Terminal 2. You can take the Air shuttle to go to Terminal 1 from there.

I would go to the lounge then take the one-hour, c.SGD2 train ride into town. Visit Gardens by the Bay while the trees are lit up at night. Grab dinner nearby (lots of options in one of the malls, the casino, or go more local to Little India or a hawker centre). Last train back to the airport leaves town at around 11pm (but double check that) or grab a taxi back.
Or you can take the last free evening tour but you need to register by 6:30pm, so I would do that before using any lounge. But that would mean eating dinner at the airport.
If you can skip the lounge on arrival, then I would also recommend taking a short walk from Henderson Waves/Southern Ridges to VivoCity/Harbourfront (sun sets around 7pm so plenty of time to do the walk) before moving onwards to Gardens by the Bay. Airport to Henderson Waves is about SGD20 taxi ride or a one hour, SGD4 train and bus ride.

Even if it were possible (which looks like it's not), the CX lounge at T4 is probably not worth the possible extra effort to access if your onward flight is T1-T3. The lounge reminds me of The Deck without the shower facilities.
Just my opinion, though. Go to the city if you don't fancy staying in the airport complex or just make do with the OW lounges in T1-T3 if you're not keen to venture out.

i personally have not tried going T4 airside departures, then using the shuttle bus to T2
i have successfully gone through T2 using my printed T4 BP
as you said this permutation becomes more important once the QF F lounge opens

there's seperate thread that talked about SIN CX T4 lounge in that spelt out few T4<>T1 options. you can enter T1/2/3 with T4 BP last time around but T2>T4 transit is quiet a pain in $%^# so I wouldn't do it for mere QF J lounge.
Once QF F opens obvioulsly it's a different ballgame depending on its offering. But then checking in for CX at T4, trekking to T1 landside to use QF F, then back to T4 adds significantly to travel time and not exactly possible on a business trip. For random leisure trip i might do that

So CX agent was able to through check my bags from BKK to HND via SIN. Nothing need to be done at SIN. What’s a relief!
CX agent also printed out a generic boarding pass from SIN to HND on JL which is very nice.
Upon arriving Changi airport, I took the bus ( 15 minutes waiting) from T4 to T2 and eventfully found the transit tour booth at around 5pm. Sadly the transit tours were fully booked by the time I arrived, even the last one at 6:30pm!
The stuffs asked me what passport do I have. “ Does that matter? “ , I asked. One of them said: “ Well, if you have U.S or European passports, you can pass immigrations downstairs (T2) and do the tour yourself. But you would need a transit tour if you have a Chinese or Indian passport. “
Accordingly I passed immigration at T2 and asked information desk to get some ideas where to visit into the city. They suggested “ Orchids Road”. “There are a lot of restaurants and department stores there.”
Out of surprise, the subway station at T2 wouldn’t accept credit cred at all. Having no local currency, I decided to return to airport and went straight to T1 to spend my times at lounges.
AT T1, I was able at use SATS early check in counter to get a JL branded boarding pass with assigned gate. The agent also confirmed my bags would be through checked to HND. There is also a separate priority line to passport control from STAS early check in counter.
I ended up spending my time at BA, QF and SATS Premier Lounge. BA and QF lounges are much nicer than SATS but they closed early for my red-eyed JL flight. So I had to spend the last three hours at SATS.
The food and drink selections at SATS were not great. My biggest complaint is the strong Laksa smell is everywhere in the lounge, even all the way back where the shower is located.
