Better plan to stay in the lounges.

Based on your timing, you will missed all the 5 free Singapore tours.

Airport Attractions - Singapore Changi Airport

You will not be able to access the Terminal 4 CX lounge because that's in the departure transit area. There is a airside bus to transfer you to Terminal 2. You can take the Air shuttle to go to Terminal 1 from there.
