The T&Cs at the promo webpage say that with a mix of local and overseas spending then the local spending will be counted towards the spending target first. In other words, as far as possible, overseas spending will be regarded as incremental above the target (which maximises your extra miles). But the extra only kicks in after you have achieved the target.
For example:
(A)
Target per phase: $10,000
Actual local spend in the phase: $8,000
Actual overseas spend: $8,000
Then you would get the HK$2/AM rate for $6,000 of overseas spending.
(B)
Target per phase: $10,000
Local spend in phase: $12,000
Overseas spend in phase: $8,000
Then you would get the HK$3/AM rate for $2,000 of local spending and the HK$2/AM for $8,000 of overseas spending.
  1. Incremental spending (“Incremental Spending”) is defined as Eligible Transactions made per phase beyond the Spending Target per phase printed on the promotional letter. Incremental Spending made with Designated Credit Card during the Promotion Period is eligible for Extra Asia MilesTM (“Extra Miles”) upon successful Registration during the Promotion Period. Eligible Local Transactions will be counted first when it comes to meeting the spending target.
  2. For every HK$3 Incremental Spending on Eligible Local Transaction, Cardholder will be rewarded with 1 Asia Mile (inclusive of Asia MilesTM calculated based on basic points (“Basic Points”) earned under existing Citi PremierMiles Card Rewards Program and the Extra Miles rewarded under this program). Terms and Conditions of Citibank Rewards Program apply. Extra Miles rewarded will be rounded up to the nearest digit.
  3. For every HK$2 Incremental Spending on Eligible Foreign Currency Transactions, Cardholders will be rewarded with 1 Asia Mile (inclusive of Asia MilesTM calculated based on Basic Points (HK$4 = 12 Points) and the extra Asia MilesTM rewarded under this program). Terms and Conditions of Citibank Rewards Program apply. Extra Miles rewarded will be rounded up to the nearest digit.
Note also that DCC, Octopus AAVS, online bill payment and several other types of transaction are excluded in the smallprint.

Well the theory should be to better allocate limited marketing dollars, and get inactive cardholders to pocket the card again (hopefully keep pocketing the card after promo over).

I don't find that is the case tho:
- CCB gives me offers even tho I have consistent monthly spend
- SCB only seems to give offers to Priority Banking - it's probably my sole motivation to get back PB grade

The vast majority of people who are not targeted will never even know that the promo existed - I think we are in a very small minority here who pay so much attention to theese things.

I have never had a single offer from SCB credit cards even though I have been a PB customer for close to 10 years.

Sorry - wrong quote, was referring to the post from percysmith re SCB PB banking.

Initially i refrained from commenting on special offers cos you know who you are if you get it.

Perhaps I should discuss how to improve chances of getting them - I thought "starving" certain cards of spending will increase my chances, but it's not worked even >50% for the cards I'm starving.

I was a bit surprised to get the promo for my Citi Prestige which is the card I put the majority of my spend on, which might be the reason for the high spend target as well.

SCB PB simply isn't worth keeping in my opinion. Few local benefits, and too small a presence worldwide to give any real convenience (compared to HSBC, for example). They gave no promotions after the initial 'new funds' offer. I just closed the account and am waiting to get another account in a year or so to churn those offers. Like credit cards.

Going a bit off topic, but am in agreement with you. Am thinking of ditching SCB Priority for Citi, but because I am legacy SCB Priority my TRB is lower than for newer customers.
