CX839 goes tech
Slow news day. Dumping fuel and returning to YVR for a reported emergency landing. A340-300. Reported flap problem.
Roads and bridges on the approach to/around the airport have been closed in preparation. Hopefully more of a precaution rather than the seriousness of the problem.

Flight tracking history:
According to flightaware.com, the a/c was dumping fuel about 110 miles west of the airport circling at a reported 9,900'. It's still circling but now 72-78 miles west and climbed to 15,000'.

Update
Looks like the flight won't be stopping in ICN anymore. It is now delayed until 9:30AM the following day.

Appears it was just a faulty indicator light. I'm sure the flight crew could have discerned whether the flaps were retracted or not and whether an emergency had to be declared or not.
