It is very complicated. It depends on your nationality, and Shanghai is also being treated differently. Pls refer to:

I would always have at least a single entry visa at hand. Transit at PVG is a PITA in any case and no need to make it more uncomfortable by having to argue with immigration if they have a bad day.
