Switching frequent flyer programme

Hi, my father is a diamond member of the marco polo club and he may in the future begin to use Singapore Airlines more frequently. In lieu of his status at Cathay is it possible to join the frequent flyer programme at Singapore airlines at higher than the entry level tier? Or will he have to start over again? Thanks for any help.
