Im not familiar with Cathay Pacific availability. Is it blacked out cause it hasnt been released? And awards eventually will be released?

I have been looking for business tickets from HKG to YYZ but was told they werent released yet as time tables werent released yet? I feel like pre pandemic, the seats were released a year in advanced?

The redemption window has opened but no seats were released (blackout on YYZ-HKG v.v but HKG-PVG is available)
