I could certainly understand why the person in the front seat would be upset, but apparently it wasn't important to him/her to react to it (or the person simply didn't notice it).
My point is that there is huge difference in culture here (and from the pic the person with "the feet in the air" could very well be Indonesian which could explain it). What we wouldn't do in Europe or the US doesn't apply in other parts of the world.

So is the issue that some people find disgusting that his feet are bare, or simply that they are there and it would be equally disgusting if enclosed in socks?

Did the guy "elevate" his feet after using the lavatory in those same bare feet?
I'd vote for socks being worse as they can retain odor, plus you don't know how filthy the feet are inside the socks.
In this picture at least the foot looks clean.

The fact that someone can be so thoughtless and disrespectful to put his feet so close to someone else’s head, regardless of whether the foot was bare or socked.

Whether it is disgusting or not, it is just normal human decency not to do this in the public.

You're projecting your culture onto others. I accept that it would be regarded as not the done thing in London, but there are plenty of parts of the world where it would be no big thing.

Next time take the photo so the person is able to see you doing so !! Might make them think on their behaviour.
If they ask why simply reply "There's a great website you can post photos of people behaving in a disgusting, antisocial manner.".
