in a nutshell, it's saying CX is evaluating plans for a HKG-based LCC in light of recent developments of the Asian market. i.e. Air Asia, SQ setting up Tiger Air, and Air Macau's discussions with Ryanair about setting up a Macau-based LCC. it says the biggest problem with a LCC based in HKG is the high costs of operating at HKG. on a related article linked to the above article, it says the HK Government is willing to further liberalize (such as the recent cap removal of the max # of flights between HK and UK) if LCCs from other countries wish to fly into HKG.
