This was Aug. 18.
Staff told me the Wing was to officially open at 7 a.m. but the smoking lounge and the nearby small lounge both downstairs were open when I went there at 6:20 a.m.
The staff came over to the downstairs lounges at around 6:45 a.m. to announce the opening of the Wing.

6:30, 7:00. Doesn't really matter. My experience arriving from SFO sometimes earlier than schedule is that they'll let you in to use the lounge near the Smoking Bar until the rest of The Wing is ready.

I arrived something like 5:45 a.m. the other day. Did I like waiting for the rest of the lounge to open so that I can use showers and cabanas? No.
If this had been with SQ and in SIN, I don't think I would have had to wait in another lounge that has only the basics just to wait for a full-fledged service lounge to open.

Considering only one flight is scheduled to arrive before 07:00 (at 06:30, from SFO), I don't think it is really reasonable to expect The Wing to open before that time. As things stand, CX are already being flexible enough to open the downstairs portion of the lounge to passengers who get in early, so I'm not sure what more one can in good faith expect.
