You should have access to bags at HKG if you request upon YYZ check-in that the bags only be checked through to HKG given your 12 hour layover. Of course, this would require you to check-in again at HKG for the flight to SYD.
At HKG, there is a left luggage facility at the arrivals level next to the McDonald's and near the lifts to departures.

i suppose you would go to HK downtown if u have 12 hours (i.e. will pass immigration)
because the baggage, as in all airports, in after immigration.
if you check your baggage to HKG only. you can pick them up. and check in again at HKG, before heding off to downtown.
check in desks is one stair up after you exit customs, both elevator and escalators are available to take you upstair.
CX coutners for J are on the right hand side (aisle B) after you exit customs

yeah - i want to go downtown...i'd rather NOT touch my bags...in fact, i'd like to leave my carry on in the pier or wing (i'm assuming that's possible) and just bring a small pack with me downtown.
i really wanted to know if i should pack my little pack in my carry on, that's all

you would be better going out through immigration and checking your hand carry bags in the Left Luggage. To get to the Pier or the Wing you will have to go through Security then go upstairs 2 levels. Then the same thing to get back to arrivals level Since your flight is 12 hours later it probably will not have a gate allocation and you would rue having to walk all the way to the Pier to get your bags if your departure was at Gate 1.
