What do these fare restrictions mean?
Haven't been able to find the answer with a quick search.
Can someone explain what these fare restrictions mean?

Got to cancel them as Mrs D had a minor heart attack this morning :-(

The first part just means that the tickets can be changed over to CX/KA flights and not 'endorsed over' to another carrier. It seems to be cancellable, subject to some restrictions (the detailed fare rules should have those). In any case a call to CX, or your TA would be in order- explain the medical situation and that (hopefully) you would have a doctor's certificate explaining that travel isn't possible.
If you could give the routing and the fare basis (something like 'I01MELSG' etc- would start with "I"), we could try to look up further.

The fare rules usually have them in the detailed text and not in the short description or even the fare basis. Not all I fares are created equally, some have no cancellation penalty while others have high ones. If this is ex-UK it's usually 150~300 GBP per ticket. If it was a promotional fare it could go higher.
I agree you should get your travel insurance to cover any fees that CX won't waive as it may be the easiest course of action (provided that the reason is covered by your insurance).

Unfortunately, this is not a common fare basis. it could even be that the rules are specific to your TA. If you did not keep the fare conditions, you need to call your TA.
