You can use the F lounge now. ow now lists both F and Sakura lounge on their website, before only Sakura lounge was listed when JAL denied ow emeralds not flying on JAL access. But of course, just like any other lounges, if F lounge is full, you will be invited to use the other lounge (in this case Sakura Lounge) instead.

to follow-up here....indeed there was no problem using the lounge as JAPak indicated above (CX DM/OWE flying on CX). I handed over my boarding pass and lounge invitation and was waved in by the JAL staff. Beautiful lounge, great massage chairs, IMO better food selection than the Pier F (although it is, like the Pier, a buffet). Great feel. Plus spectacular quasi-private seating in front of wall-to-ceiling windows overlooking the tarmac. Didn't seem like there were many flights the lounge was only about 50% occupied. That terminal in HND is wonderful

I loved the semi private rooms with the massage chairs. I arrived there in the late afternoon after filling up on sushi in the city... so I wasn't hungry. I wish I had tried some of the food..
Haneda is beautiful. I wish I took more pictures of it.
