Interlining through SIN
Am arriving QF31 (economy plus) from SYD and leaving CX 736 (business) to HKG/LHR the next day. The 12 hour gap is on purpose as I routinely use the airside hotel to grab some sleep. Previously I've always used one airline so getting my bags tagged through has not been a problem.
It occurs to me that I may have to pick up my bags from QF31 and check in again, something I would prefer to avoid.
Any thoughts on how to avoid a SIN check-in?

Are you on two seperate tickets? If so it is up to the discretion of the QF check-in agent at SYD your starting point. If you are on a through ticket then not at all a problem to tag bags through OW/OW carrier.

Transit desks airside will issue you BP and have your bags re-tagged to final destination. If you make a rez with Ambassador Transit Hotel (3 locations) the specific instructions will be emailed to you.

Am on different PNRs which I understand will complicate matters. Re the transit arrangements, I am unsure of how this works. If the QF agent declines to tag bags on then will I need to reclaim them? Or will the agents do that and retag once I let them know at the transit desk.

The Singapore airport has really wonderful transit desks airside. Go to the transit desk, check in for your connecting flight and show your bag check receipts. The bags will be pulled and checked onto your next flight. I've done this on an AA award ticket to SIN followed by a paid SilkAir flight without a problem. I'm sure you won't have any problem. Also, I can't imagine QF and CX don't have an interline agreement.
