cabin baggage policy, interlining?

I'm traveling CX in Y connecting to SQ in F.

Do you know if CX is strict about cabin baggage? Can I bring bag + laptop that probably will weigh more than 7 kg total? (The website says if I am traveling in two classes I can get the higher of the allowances by these are separate tickets and on different airlines).

If not, do you know if CX will interline with SQ and check my bag through?

In many hundreds of segments on CX I have never had my cabin baggage weighed. They can be strict about size at some airports, but weight shouldn't be an issue.

I got my cabin luggage weighed by CX check-in agents once in HKG (I was GO back then) twice in SFO (That was puzzling - I was DM already and the security in SFO never bothers about that). My carry-ons were never weighed by airport securities. They seem to be more concerned about sizes.

I think the laptop is not part of the 7kg limit. I think there is a separate 4kg (or perhaps lower) limit for a laptop.

The only time I've had check-in staff weigh my carry-on bag was when I checked in a particularly heavy bag (it was between 25-30kg - can't remember) and she looked at my shoulder bag with worry. Mind you, it wasn't a big bag - it would easily have fit in the overhead bin. In any case, I don't think you'll have an issue with the weight - it's probably more of the size of your carry-ons that will be an issue.

For a cabin luggage that heavy, the airline should not have let you carry that on board. It is not just the size. It is dangerous to be put on the overhead bin. They should stow it away.

BTW, the security at HKIA rarely, but occasionally, checks weight.

Just to clarify, my heavy bag was checked in. My carry-on (shoulder bag) was weighed and it was within the limit. I can't carry 25kg on my shoulder.
