Time to Claim Baggage

I am flying into Vancouver at 7:50pm friday night. How long does it normally take to get your baggage, from the time of your estimated arrival. Also, does the arrival time on your itinerary reflect when you get off the plane or when it lands? I am flying on AirCanada from Edmonton to Vancouver. Need to get to a dinner for 8:45pm

Arrival times are for indicative purposes only. If you really want to get to the dinner, arrive earlier as flights are subject to delays and cancellations.

Wait for bags isn't too bad for domestic. 20 minutes maybe?
