I had an issue with CATSA about my carry on. I had a normal carry on and a laptop bag and also a guitar. The guitar had a gate sky check in tag on it too but CATSA had issues with the number of pieces. I thought the airline decided how many carry ons are allowed? AC checked my carry ons and said no problems with mine. This is just asking if it is the airline who decides or CATSA?
