How "normal" will a visit to Quebec be now?

We were in Montreal early Sept. I ate out a lot in Montreal and Quebec city. I always show a photo of my CDC vaccine card from my phone. No question asked.

Montreal downtown area is quite depressed. Not nearly as many people as before Covid, probably for the same reason that downtown Manhattan is depressed as well. Mile end is very busy, just like the village nowadays, and better food IMO.

Quebec city is like a ghost town, except for old Quebec. Train de Charlevoix is quite full. It's a wonderful way to ride up to La Malbaie. We tried to go to Jacques Cartier park but were told that we can't get in without reservation - too many cars.

Yeah all the neighbourhoods in Montral are doing much better than the core, that is for sure.
